The International Congress Cibersociedad 2019, in its second issue, will be take place in Hotel Marina Varadero between 14 and 18 of October 2019, under the main theme "Enabling Digital Transformation". The world experiences an unprecedented Digital Transformation that impacts all spheres of modern society. To reduce the digital divide, the developing countries have the imperative to rethink their policies and embrace Digital Transformation with responsibility and sustainability. Cibersociedad 2019 aims to put this new paradigm in the center of the debate from multiple perspectives and, with this, contributes to the promotion of Digital Transformation in our nations.
Contributions will be welcome on the following topics:

Contributions will be submitted to https://easychair.org/conferences/?conf=cs2019, taking into account the following elements:
- tittle
- topic
- authors names and surnames, institutions and emails
- abstract (no more than 250 words)
- keywords (maximum 5)
- MSWord or FreeOffice Writer, letter size (8.5 x 11), until ten pages, Arial 11.
Under a peer review mechanism, best papers will be selected for scientific sessions and to be published in indexed journals.
Furthermore, Cibersociedad will include the following sessions:
- The Solutions Fair encourages mobile applications, citizen services and other informatics and electronic innovative applications which contribute to digital transformation. Proposals should include:
- Solution name
- Solution type (mobile applications, video-games, applications, service, electronic product, other)
- Authors (name(s), institution(s), email)
- Executive abstract (no more than 500 words)
- Photo or image of solution
- URL (optional)
- The Second Forum of ICT Civil Society is aimed to facilitate interaction between different stakeholders. Visual presentation is not required. Proposals will be open to debate cut-crossing themes for ICT civil society by considering the following issues:
- Debate: a productive way to weigh opposing views on an issue and to assess the logical arguments supporting each view. The highest quality debates usually result from comparing two extreme positions. Time: 30 or 60 mins
- Round Table: a shared interest, and carry out discussions without any pre-planned agenda. There is no need for preparation before the session. Time 30 or 60 mins.
- Panel: sessions where one needs to explain an emerging issue, or specific technical or legal features of an issue. Panels are also an effective way to compare and contrast the various positions of several main actors. Time 60 or 90 mins.

- Theme (impact axes, emergent or any other theme interesting for the ICT community)

* Only the Cuban delegate, whose contribution has been selected by the Scientific Committee and is expressly notified as a DELEGATE will be entitled to the payment of the registration in CUP, and the fee includes lodging in the Hotel. For the selected Cuban delegates who are members of the UIC, a 30% discount will be applied, so its registration fee will be 400.00 CUP. The rest of the participants must pay their fees in CUC (350.00 CUC) and additionally finance in CUC the days of their staying at the Hotel.
