Interdisciplinary Perspectives on Hate Speech: The International Perspective (IPHSE II)

In the second part of the IPHSE conference series, we will extend the interdisciplinary discussion of online hate speech to an international perspective. We therefore invite researchers from Germany and abroad to present their research on online hate speech in the fields of Linguistics, Computational Linguistics, Information Science and Political Science. Together, we would like to discuss topics like the description of hate speech as well as its regulation. Automatic detection systems play an important role in the regulation of hate speech online, and there has been an increasing need for more powerful, but at the same time also more transparent systems (XAI).
Contributions should therefore address one or more of the following questions:
- What societal and democratic dangers does hate speech entail?
- How can hate speech be described from a linguistic point of view (both qualitatively and quantitatively)?
- How can cutting edge technology further be improved to create more powerful detection systems?
- Which kinds of tools are most useful for automatic detection, and how can they be evaluated?
- What are the benefits of explainable detection systems?
- How can we reconcile the need for more powerful systems with an increased need for explainable detection systems?
- How can and should hate speech online be regulated?
- How can automatic detection systems be regulated (‘algorithmic governance’)?
Submission Guidelines
All papers must be original and not simultaneously submitted to another journal or conference. The following paper categories are welcome:
The conference language will be English. Presentations should not exceed 20 mins (+10 mins discussion).

The conference will be held at the University of Hildesheim on November 11, 2021. In case of travel restrictions due to a negative development in the COVID-19 pandemic, it will take place online on the same date.
IPHSE II is part of the project HASeKI (Das Phänomen Hate Speech und seine Erkennung durch KI: interdisziplinär – international – erklärbar?) on the explainability of hate speech detection, which is financed by the Ministry of Science and Culture of Lower Saxony.
