Data Protection at a Time of Social Emergency: COVID-19, Democracy, Innovation and Regulation in Latin America
CPDP LatAm combines the Latin American editions of the Computers, Privacy and Data Protection (CPDP) conference, the MyData conference, and Privacy Law Scholars Conference (PLSC). Originally planned between 23 and 25 June 2020, in Rio de Janeiro, CPDP LatAm has been postponed due to the COVID-19 outbreak. While representing an unprecedented challenge for humanity, the COVID-19 emergency offers an opportunity to reflect on the role of data protection in the fight against pandemics, and elucidate the approaches taken by Latin American countries to deal with this challenge. For this reason, the CPDP committee has decided to reshape the CPDP LatAm Call for Papers around the pressing need to explore Data Protection at a Time of Social Emergency Times: Covid-19, Democracy, Innovation and Regulation in Latin America.
This call for papers aims to solicit rapid response papers addressing the emerging issues of privacy, data protection and data innovation around COVID-19, to be published in the first official publication of CPDP LatAm (and thus does not refer to work in progress to be discussed at PLSC LatAm, described in “About CPDP LatAm” below). Submissions will undergo a double-blind peer review process.
Submissions in English that successfully complete the peer review process will be published in a CPDP LatAm special issue of the Oxford Journal of International Data Privacy Law, edited by Prof Luca Belli and Prof Nicolo Zingales. Submissions in Portuguese and Spanish that successfully complete the peer review process will be published in a CPDP LatAm special issue of Revista Brasileira de Direitos Fundamentais e Justiça [Brazilian Journal of Fundamental Rights and Justice] (Qualis A2), edited by Prof Danilo Doneda, Prof Ingo Sarlet and Prof Ivar Hartmann.
Research grants and prizes for best interdisciplinary papers
Authors of articles included in the CPDP LatAm special issues will receive a research grant of 5000 Brazilian Reais (approximately 1000 USD) and a waiver of the participation fee for CPDP LatAm 2021, which was originally scheduled to take place in June 2020 at FGV Rio de Janeiro but has been postponed to 2021.
The CPDP LatAm Scientific Committee will also award a 5000 Brazilian Reais (approximately 1000 USD) prize for the best interdisciplinary paper, and a 2500 Brazilian Reais (approximately 500 USD) prize to the two runners-up (in addition to the above-mentioned research grants).
Research grants and prizes represent the total amount that will be paid for each paper, regardless of the number of authors. In other words, the total amount of 5000 Brazilian Reais for any research grant and any 5000 Brazilian Reais prize will be transferred to the individual identified as corresponding author, who will have the responsibility of redistributing among any potential co-authors.
The prize for the best interdisciplinary paper is organised in partnership with Computer Law & Security Review. Research grants and waivers for CPDP LatAm 2021 are made possible thanks to a generous donation by Fundação Getulio Vargas (FGV), the Open Society Foundations (OSF),Future Privacy Forum (FPF) and Facebook.
Authors may choose to refuse to receive a stipend and devolve it to a charity – yet to be identified – to support people adversely affected by the Covid19 pandemic.
Transparency
To guarantee that submissions are selected exclusively on the basis of their academic rigour, initial drafts and received reviews will be made available in a public archive that will be accessible at www.cpdp.lat. Authors will be free to opt out from publication of their drafts and reviews, as this approach will be based on the authors’ free consent.
The same transparency-enhancing approach will be adopted to make public the list of all recipients of travel grants that will be offered to facilitate participation to CPDP LatAm.

About CPDP LatAm
CPDP LatAm is the Latin American edition of Computers, Privacy and Data Protection (CPDP) Conference – an international distinguished event that has been happening for over 13 years in Brussels, Belgium. The inaugural edition of CPDP LatAm will be dedicated to “Data Protection in Latin America: Democracy, Innovation and Regulation”. CPDP LatAm will have a whole day dedicated to the first Latin American meeting of MyData, in which innovative data protection approaches and concepts will be explored, and the first Latin American meeting of Privacy Law Scholars Conference (PLSC), in which proposals for ongoing studies will be discussed in a closed manner to receive feedback.
Anyone interested in submitting article proposals can choose to present either i) a published completed work, targeting the official publications of CPDP LatAm; or ii) a work in progress, aiming at a closed debate and receiving feedback from peers, within the scope of PLSC LatAm. In the case of co-authored articles, only one co-author should submit the article and choose whether to submit it under CPDP LatAm or PLSC LatAm.
This call for papers only solicits submissions from authors willing to produce complete articles to be published in the official publications of CPDP LatAm. Once again, it does not apply to work in progress submitted for PLSC LatAm.
Relevant topics
The first CPDP LatAm Call for Papers will prioritise works related to new technologies, privacy and data protection, especially in relation to:
- safeguards to privacy and data protection at a time of emergency;
- ethical and/or regulatory approaches to technology aimed at monitoring the expansion of pandemics;
- COVID-19 as an opportunity to refine the framework of privacy and data protection in Latin America;
- comparative analyses of limitations to privacy and data protection in Latin America (and beyond);
- mechanisms of oversight and accountability in the processing of aggregate and de-identified data;
- legal and governance frameworks for health data cooperatives and other collective solutions to common problems;
- intersection of open data, privacy and data protection, with particular focus on synergies between the public and private sector;
- interoperability of datasets containing information that is critical to deal with challenges to public health and other public goods;
- case studies on (ab)use of personal data in emergency situations and corresponding measuring of effectiveness;
- innovative strategies for the protection of personal data in the deployment of tracing technologies;
- analyses on group privacy and other collective rights against population management measures;
- analyses on bad practices and innovative strategies in the use of personal data to feed artificial intelligence for diagnosis and cure of epidemics.

Eligible authors
CPDP LatAm invites, for the submission of academic papers, researchers especially from the areas of law, social sciences, philosophy, computer science, economics and public policies, but also from other areas of knowledge relevant to the central theme of the event.
Contributions from all disciplines related to the conference theme are welcome, especially those that highlight and analyse the impact of data protection on democracy, innovation and regulation, covering the most diverse research approaches. Selected articles will undergo a double blind peer-review process with the aim to include them into a dedicated CPDP LatAm Symposium. The authors of the selected articles will also receive a free pass to present their paper at the 2021 CPDP Latam conference.
INSTRUCTIONS FOR SUBMISSION TO CPDP LatAm Symposium
Initial draft papers shall contain between 5000 and 7000 words, excluding footnotes/ references and bibliography. OSCOLA style must be followed for submissions in English. ABNT standards must be followed for submissions in Portuguese or Spanish. The text of the work must not include the name of the author(s) and all references to the author(s) must be excluded (including the pdf file’s metadata, if it identifies the authors). Submissions that do not meet these criteria will be rejected. Submissions and identification information of the authors must be sent through the provided system.
The final version of the articles shall have a length between 5000 and 7000 words, excluding footnotes/references and bibliography. Submissions will be analysed by members of the Scientific Committee and members of the Multisectoral Advisory Committee, and selections will be based on both the quality of their content and their relevance for the debate around the use of data in the fight against COVID-19.
