Explain what RRES2 is.
Why this symposium?
- Availability of freshwater is on a decline. In spite of various attempts being made for access to clean drinking water, to eradicate pollution, prevent destruction of wetland, climate change, the challenges are growing.
- Emerging approaches necessitate bringing together the stakeholders, river basin wise status review to evolve innovative, cost effective, eco-friendly and sustainable methodologies to make the rivers resilient.
- Thereby, Vyakti Vikas Kendra of Art of Living, Bengaluru and Chanakya University, Bengaluru, are planning to hold a National symposium on Resilient Riverine Ecosystem. The symposium is based on the experience of Art of Living in rejuvenating river basins that were drying up for over a decade but is currently gaining optimistic results.
- This symposium will be organised in two stages: Stage-1, covers only the presentation of extended abstracts (1500 words) after peer-review process in December 2022; Stage-2, authors of the selected abstracts will be requested to submit a complete paper (8000 words) after peer-review, which will be presented and discussed in March 2024.
Broad Themes
- Ensure sustainable management of and access to water and sanitation for all. This includes: a) Human interventions and their implications on the river basins; b) Gram Panchayat level interventions; c) Trees and their significance in restoring the ground water levels, aiding in the rainfall, prevention of soil erosion, the mechanisms adapted by trees to capture the water, transpiration and kinds of vegetation that can be brought up.
- Convergence of all related schemes across the river basin including water and soil quality, schemes pertaining to groundwater, surface water, river basins etc by government departments like minor and major irrigation projects, watershed management, Agriculture, Horticulture, Sericulture, Forestry, Animal Husbandry and Veterinary Services, MGNREGA etc. Need to discuss at what level and how desired convergence may be achieved and what are its likely benefits. Also, indicate convergent indicators and method of measurement.
- Methods to involve stakeholders: To bring resilience for the riverine ecosystem, need to involve stakeholders like: a) Scientists with comprehensive knowledge of geo-hydrology and other disciplines; b) specialists in geospatial technology, Geographic Information System, Global Positioning System; c) Thematic experts of ground water, hydrology, agronomy, forestry, limnology, horticulture, sericulture, watershed, livestock management etc; d) Civil engineering experts for planning, designing eco-friendly structures to harvest rainwater, recharge ground water, river bank protection; e) Environmental engineers, chemists, biotechnologists; f) local community and policy makers; g) Decision makers, elected representatives, Policy makers, local community; h) Government departments like Water Resources, Major and Minor Irrigation, Watershed Development, Rural Development and Panchayati Raj, Tank User Groups, Farmer Producer Organizations, Cooperative societies, Lead banks etc. The activities of all these stakeholders have to be converged to address the health of the riverine ecosystem. It has to be deliberated how each of the stakeholders have to participate in the implementation, monitoring and assess the changing impact in tune with the end user requirement and microclimate.
- Potential areas for action research: Linkage that exists in a normal hydrological cycle has to be normalised: a) Research on hydrological part like water budgeting and surface water availability at micro watershed level. To consider micro watershed boundaries matching with gram panchayat boundaries. Use of IOT based techniques to bring time to time awareness at Gram Panchayat Level to scale up the pre-existed traditional water management to forecast, optimal utilisation and keep balance of water at village level and prioritise the use of water for drinking, domestic, agriculture and industrial purpose; b) Research activities required on the role of natural vegetation which can play role in soil conservation and groundwater recharge; c) Research on the efficacy of the innovative methodologies of Managed Aquifer Recharge (Artificial Recharge); d) Research on water quality maintenance in urban and peri urban areas; e) Application of Artificial Intelligence on Crop pattern, water availability to bring timely awareness about water literacy, etc; f) Any other relevant research area.
- Proposals for action research: Action research is required on water stressed areas with different climatic factors and geologically diversified environment to create modules for different innovative, cost effective and Eco- friendly methodologies which are replicable in similar terrains.
- Robust information system to monitor interventions and impacts on spatial mode and on dashboard for better analytics, policy and administrative decisions. Including RS & GIS (Geospatial Technology), aquifer mapping, key performance indicators, awareness IOT based information.
- Integrate traditional knowledge with recent technological innovations. Identify and discuss suitable traditional knowledge for river basin rejuvenation. Also focus on preservation and protection aspects, besides stakeholder involvement methods, both formal and informal dimensions.
- Success stories and lessons learnt: Success stories must comprise the location, technology used, social implications, financial expenditures, and larger benefits to the society. These should be depicted through before and after photos. Comparative chapter for success stories.
- Organisation and management: What kind of suitable organisational structure (e.g, river basin authorities) would help river rejuvenation, both at sub-basin and river basin level. Identify role clarity, functions and responsibilities at each level. How these organisational structures would converge with existing departments of the state and central government. Also discuss required integrated data base management and information system for improved and rational decisions.
- Policy and legal framework: In view of existing administrative, policies, and legal framework, what kind of refinements are required and at what level need to be discussed. This includes government departments at state and central level, river basin authorities, and watershed authorities, their function and accountability, policies and guidelines, capacity building of officers.
Objectives
- To evolve ecologically sustainable and cost-effective methodologies to rejuvenate riverine ecosystem.
- To enable convergence of schemes on soil and water management.
- To design methods to involve stakeholders for a resilient riverine ecosystem.
- To identify potential areas for action research projects on different river ecosystems.
- To develop robust proposals to create modules for action research in the identified riverine ecosystems.
Time lines
The symposium shall be held in two parts
Stage-1: Two days for the preliminary presentation of the abstracts [December 5-6th 2022]
- Abstract (1500 words) submission date – 31st August, 2022
