Abstract

The Integrated Model for the inspection, surveillance and control (IVC) of risks of access, use and quality of health services, in the territorial scope, seeks to strengthen the efficient and effective exercise of the IVC in favor of the Effective Enjoyment of the Right to health, based on a series of components and approaches that are articulated and promoted with a common objective: to improve the conditions of health services in favor of the general population.

The Model seeks to become a reference, orientation and consultation tool and a route to follow so that the actors and territorial health entities: can integrate the traditional perspective of Compliance Based Supervision (CBS), with the advantages of the preventive approach which involves Risk Based Supervision (RBS) from a local perspective, which favors a bottom-up logic (local-departmental-national and the institution of network services, among others); They can strengthen the competences and capacities of the actors and authorities for the effective exercise of the CVI; They can have a monitoring system for regulatory and IVC interventions that allows them to define intermediate goals, identify the resources used and analyze the results obtained with the generation of alarms; can apply a perspective that privileges social participation in the inspection phases and social participation in the inspection and surveillance phases (social control), in such a way that, in their role, the users of the system have an effective representation in planning , evaluation, oversight and decision-making that directly influence the access, use and quality of the services of the SGSSS; can identify and prioritize their own risks; and finally, and in response to the great regional differences in our country, that each territory can adjust the Model to its specific conditions of competencies, decentralization, size, institutional framework and available resources.
