Qualitative approaches to the process of development and production of health technologies: evidences for the improvement of public health policies

Abstract

Globally, the influence of scientific research on health systems and services has been increasing in public policy debates in the area. In Brazil, the research priorities agenda of the Ministry of Health (MS_2018) includes the axis that establishes the development of technologies and innovation in health, and, historically, the Brazilian universities represent important national sector for the technological development of medical equipment. In this context, based on qualitative methodologies such as those of participant observation, this research aimed to evaluate the partnership between the University of Brasília (UnB) and the MS for the construction of the Medical Equipment for the treatment of the Diabetic Foot (Rapha Equipment). After analyzing the data, there were gaps between: 1) government / university / private initiative; and 2) areas of knowledge involved in equipment development. It is suggested to insert other activities in these procedures in order to maximize the objectives of partnerships of this nature.
