On Some Issues of Preschool Educational Services (in the Example of a 24-Hour Garden)

Abstract

Mongolia ratified the UN Convention on the Rights of the Child in 1990 becoming one of the first 10 countries taking the obligations to protect children’s rights, to fully mainstream the provisions and principles of the Convention in its national legal framework and to ensure the legal effects are implemented at the national level.

As provided in the UN Convention on the Right of the Child, Mongolia takes up the duty of supporting the parents and families raising and educating their children, of protection of children from harm and adverse influences and provision of aid and support to children who are deprived of family affection and care.

There are 1,962 children aged 2–5 years studying at fifteen 24-hour kindergartens1 in Ulaanbaatar. Some 24 per cent of these children are from families with income levels below the poverty line, 18 per cent have parents who are unemployed and 57 per cent have parents who work in shifts. 24-hour kindergartens operate in accordance with preschool education policies and curriculum and receive funding and investment. However, there is still a lack of service standards, regulations, funding, and policies that reflect the specifics of 24-hour kindergarten services. There is a need to establish a management mechanism to carefully calculate the effectiveness of the budget and funding for preschool education in line with the development, targets and performance indicators of 24-hour kindergartens.

In addition, to introduce are some issues such as the human resource qualification and the budgeting and distribution of the preschool sector of the samples cover 14 kindergartens with 24-hour kindergarten service in Bayanzürh, Bayangol, Songinokhairhan, Sühbator, Chingeltei and Khan-Uul districts.
